dc.descriptionOfficial Memorandum by Dolph Briscoe, Governor of Texas, regarding Chipita (Josefa) Rodriguez being accused of killing a horse trader who was convicted guilty and hung. Court records indicate that Rodriguez was a victim of selective prosecution without the benefit of a defense counsel. The Governor relates that in relation to previous rulings he is regrettably unable to grant a posthumous pardon for this case.
