Joseph K. Kuehmeier, Captain of U.S. Navy, writes to Dr. Hector P. Garcia, Founder of the American G.I. Forum of the U.S., in reference to a previous letter about Ruben Padron. He explains that applicants to the Merit Promotion Program on the basis of experience, education, training, self-development, outside activities, and supervisory appraisals and the five highest ranked are certified by the selecting official. Selections are reviewed by the Deputy Equal Employment Opportunity Officer to ensure equal employment opportunity policies are carried out.
