Joe Wyatt, Jr., House of Representatives, writes to Dr. Hector P. Garcia, Founder of the American G.I. Forum of the U.S., expressing enjoyment at his visit with Raul Garza and the group from Chase Field. Wyatt addresses concerns stating the added language in the FY 1980 Military Authorization bill that would preclude the Department of Defense from arbitrarily converting functions to contract personnel.
