Description
Rolando L. Rios responds to William C. Velasquez's complaints regarding voting rights violations. The preliminary analysis suggests a possible violation to the one-man one-vote rule and believes that Lynn County may be gerrymandered to make the voting strength of the minority population diluted. He recommends a meeting between the legal staff and the people from Lynn County who have complained.
