Pete V. Domenici, United States Senator, writes about President Carter's initiative to upgrade Black institutions of higher education. He encloses a letter recently sent to the President, outlining his beliefs that this initiative is ignoring the needs of Spanish Americans and that any efforts for Black institutions should be balanced with efforts for Spanish American needs.
