dc.description.abstractWithin the constraints of the time schedule established for its work, the BBEST was unable to reach consensus on its recommended environmental flow regime.��A flow regime was presented, but it was endorsed by eight of the fifteen members of the BBEST, who have been identified as the Regime Group.��The other members, who have been termed the Conditional Group, presented an alternate recommendation for instream flows and commented on an alternate recommendation for freshwater inflows.��The BBEST submitted its report on time as required by the schedule, and its members have spent a great deal of time working with and responding to questions from the Stakeholder Committee since then.�en_US
