The Texas Coastal Ocean Observation Network (TCOON) is a network of scientific data collection stations designed, installed, and operated by the Conrad Blucher Institute for Surveying and Science at Texas A&M University-Corpus Christi to collect environmental, oceanographic, and meteorological data along the Texas Coast essential to those living, working, or conducting research near the Gulf coast.

Initiated by the Texas General Land Office in the early 90’s with the intent of establishing littoral boundaries along the Texas Coast, the TCOON gained interest and support from other state and federal agencies engaged in activities on the Texas Coast. The group of initial sponsors also included the Texas Water Development Board and the US Army Corps of Engineers. While data were collected, archived, and processed in support of establishing tidal datums; storm surge and other parameters were collected by stations found to be beneficial for other purposes.

The partnerships were formed providing for expansion of the TCOON while reducing funding requirements on any one agency. A significant characteristic of the network and data are that the data collection stations, systems, and sensors were installed, operated, and maintained following standards established by NOAA’s Center for Operational Oceanographic Products and Services (CO-OPS).

This makes the data acceptable for commercial, recreational, environmental, meteorological, and oceanographic uses, interests, and research. Data also support local, state, and federal decision-making related to Coastal Resources, infrastructure, and coastal residents.

Sec. 33.065. TEXAS COASTAL OCEAN OBSERVATION NETWORK.

(a) The Texas Coastal Ocean Observation Network is a cooperative project of Texas A&M University-Corpus Christi, Lamar University, the Texas Water Development Board, and the land office.

(b) The network shall collect data on natural processes affecting the coast for the purpose of studying, planning for, and managing human uses of the coast as they are affected by those natural processes.

(c) The participating state entities shall coordinate the project with the United States Army Corps of Engineers, the National Oceanic and Atmospheric Administration, and other appropriate entities, including private entities.

(d) The participating state entities may contract and enter into agreements with the United States Army Corps of Engineers, the National Oceanic and Atmospheric Administration, and other appropriate entities, including private entities, as necessary to carry out their duties under this section.
