Description
Pete V. Domenici, and other United States Senators, write to Jimmy Carter, President of the United States, regarding the January 17, 1979 Memorandum to Heads of Executive Agencies and Departments. They express concern with his intent to focus on upgrade Black institutions of higher education as it forgoes the needs of Hispanics and other non-Black minority groups and highlight instances of discrimination against Hispanic institutions.
